A thin fence seperates the outer circle from the inner, but the difference between them is easily noticeable. Here the people are of middle-class; able to make a good living but not quite as rich as those 'inside the fence'. Here the houses are are your typical town-houses, and the roads, whilst not paved with stone, are in fairly good condition. Around the outer cirle is a large stone wall meant to protect the city. Its gates are guarded at all times.
